The Impact of State Energy Policy on Customers

Every energy bill has the potential to impact customers’ costs, but “An Act to promote energy diversity,” the bill passed by the Massachusetts legislature in July 2016, has significant implications for the competitive energy market. It calls for massive procurement by the electric distribution companies of offshore wind and “clean energy generation,” including imported hydropower. It is a game changer for customers, generators, and electric system operators.

At this year’s annual meeting, we dissected the new legislation, so attendees could understand the significance for their organizations. We also looked at how the proliferation of renewables is impacting the system peaks and operation of the grid. Attendees left the meeting with a better understanding of the pros and cons of changes underway, as well as a view of possible means of addressing these changes.
